Sounds like multitouch support is already implemented, and if you want to
control Okular from your phone, that would require a bugzilla ticket for KDE
Connect. Is there anything left to track here?

I don't know about your smartphone, but if you are using a recent Okular on a
computer with a touchscreen, then you can zoom by pinching, and you can change
presentation slides with (three-finger) swipes.
