If you want a build which include translations, please us the "release" variant
from binary-factory, which includes them:

If the "regular" full version is translated, this is a packaging issue.

Nigthly build are most likely not importing the translations, so that's
expected.
I'm not sure where the Chocolatey packaging takes the sources from; if it's
from the official tarball, then there is a problem with the packaging. If it's
from git, then translations are probably not retrieved in the build process 
(see above).
In fact it seems it uses the nightly builds as sources:
