I'm daily using Okular to read long PDFs and in fact this "feature" is really
bad for user experience, it causes many accidental fast scroll when you use the
had selection tool with mouse, I don't know may be I was used to other PDF
readers to attenuate speed and stopping scroll even if you throw page up or
down very fast.

This behavior has no usage at all, because it stops at random page which is
far, what is the normal/expected behavior is like it's done on most pdf readers
(like Adobe reader) on mobile touch screen where it scrolls up/down and jumps 1
or 2 pages then slowly stops.

This is called kinetic scrolling. It can not be disabled.

If you “throw it up or down”, what else would you expect? Is this a problem?
