I don't think we have any other options that show what we are trying to show on
each of those pages for the reasons described.

As I understand, it's because the lines are stacked by default -- so if e.g. 4
cores are working at 100%, then the stacked line will go to 400%.
Unchecking "Stacked Charts" results in the scale being 0-100%.
(Unless I misunderstand what "CPU table view columns" are.)
