I have the same issue with KDE Apps 17.04.1, Plasma 5.9.5, KF 5.34.0 using
Wayland: The panel at the top screen edge is rendered on top of Yakuake, making
the upper part of the console unusable. This worked fine with X11.

Unfortunately version 5.8.5 not fully resolve problem. With panel "Always
visible" when i move window over panel windows disappear under screen edge.
With panel "windows can cover" problem not occurs but then my windows hide
under panel.

I happily realized that finally, since I updated to the Fedora 25 this issue
was fixed (plasma 5.8 currently, maybe already in 5.6)
Now it works as supposed to, if I set always visible, windows don't go above or
below.

I have the same issue being described here, running Gentoo unstable AMD64,
seemingly having Plasma and KDE applications installed of version 16.12.0. I
have a dual monitor setup, where they are of slightly different resolutions. I
have the panel on the smaller screen. If one places the window above where the
panel ends, on the larger screen, the window can be moved there. If one tries
to move it to anywhere in the same horizontal plane(?) as the panel, then the
window being dragged jumps to the bottom.

Hello,

I'm experiencing the same issue but I do not have a dual monitor setup
(although I did have one at a point so it might still be related?). 

When I log in (sometimes?) the panel which is set as vertical on the left side
overlaps maximized windows. I.e. I log in and if I start Firefox which opens up
maximized, the left side of Firefox will be under the panel.

If I unlock the panel and go to its settings and resize it just a bit it, the
windows maximize to the panel's edge as they should.

Maybe this helps with debugging.

I had the same problem with my laptop (1600*900) on kubuntu 16.04 and an
external screen (1920*1080). I was able to solve the problem by setting the
external screen as primary display in the displaysettings

Same here, currently I keep my laptop in front of my external monitor and have
set it up to be above the laptop monitor. Windows go under the bottom panel. I
have tried just disabling the laptop monitor, although I sometimes need it or
arranging screens horizontally although physically they are arranged
vertically. Very annoying. If wayland worked with dual monitor, I'd just be
using that but it still seems quite far from being usable.

Gentoo, 4.14.16. Run into at least one of these bugs. It was triggered when I
moved the smaller display to the left, but no matter what positioning I now
try, the bug remains. Trying to get used to working without maximizing any
windows. Maximizing was nice, been using it for 30 years or so. Oh well.

Arch linux, plasma 5.6.4. The bug is still here. 
With dual monitors, when a panel is attached to the edge between the monitors,
the windows go under that panel, no matter what the panel settings are.

Ok, here's what just happened, which appears to be a bug with the bug tracking
system here. I hit post on the first one, realized my left / right mistake, hit
the "stop" button on my browser, edited, re-posted. I was sent to the "mid-air
collision detected" screen where there was an option called something like
"post only my new post" and that sounded right. Seems it didn't work.

Btw, the monitor/screen layout I'm using is:

Is anyone looking into this? It's an almost 3 year old "major" bug.

It's highly irritating because many applications have a statusbar or other
elements at the bottom which gets hidden if maximized. So I have to manually
adjust the height of the window to see it. But if I do that, the window gets
"de-maximized", making it impossible to just slam my mouse cursor to the
top-right and click to close it (breaking Fittz law).

Look what happens when I click on the menu widget (this is my external
monitor)... the menu should pop up right above the panel as usual (and this
correctly happens when I just use the main screen of my laptop) but, instead,
it pops a lot higher than expected without reasons

For me, this bug only triggers when the panel is placed between the monitors.
If I move it from the right side of the left screen to the left side of left
screen everything is OK. Same thing applies to the right monitor in the
inverse.

This is supposedly a limitation in X that requires panels to be flush against
an absolute edge.
