I just did a test on Arch Linux, plasma 5.12.1.
I installed simple menu widget from "get new widgets > download new plasma
widgets".
Just installed widget was available clickig on filter icon on top of widget
exporer under "uinstalable".
So I uninstalled simple menu and restarted my session.
Now simple menu is missing from widget explorer but when I open "get new
widgets > download new plasma widgets" and select "installed" radio button,
simple meniu is listed ("uninstall" button is available).

It also does not show "installed" in:
Get new {theme,cursor,looks,scheme,...}
widgets are installed, and the button's title does not change
