It still happens though (in 5.6.3), but it seems to be mostly caused by disabling/re-enabling kwin_x11. Mouse is nowhere near the edge, but the panel will become visible and won't hide until I move the mouse over. It doesn't matter if the app is fullscreen or windowed. It only popped up recently since kwin now apparently allows some programs to disable compositing. In attachment, there's the output of xprop -spy.
