Was this bug ever fixed? I have plasma-framework 5.18 on Kubuntu 16.04, and I
still have this bug, i.e., the notes widget background is always transparent no
matter which color I select in the settings.

It should be in plasma-framework. can you try reinstalling it?

thanks, actually was my first thought :-). Thanks for finding out.

I filed two other bugs against plasma today, perhaps they may also be resolved
after 5.17 release. I often have to click multiple times in order to get panel
items activated and the custom notification location is not remembered after
reboot. hmmm. I will see when somebody will have a look into these bugs...
