a patch has been released in order to fix this bug :

linux distros should apply this patch quickly, for archlinux it's already done
with  plasma-workspace 5.5.1-4 package version

the bug seems to never happen on the active window, we can minimize/maximize
from the taskbar without problem. It's a problem when we change the focus : 

Scenario :
Application 1 active : taskbar highlighted 
Cursor on the taskbar of the minimized application 2 : light highlight
Click on the taskbar of the minimized application 2 : the light highlight/focus
disappear.
