Is this still reproducible for you in Plasma 5.21? I haven't heard any
complaints about this from any of the people I know who use Activities heavily,
nor are they any other similar reports from other users.

I have similar issues with Plasma 5.6.5 and with latest 5.7.0 using Slackware64
14.2 and Frameworks 5.24/Plasma compiled from source. Using QT 5.6.1r1.

I do not have multiple activities, but sometimes after starting Plasma i do not
see my widgets, i have to use META+TAB to switch between activities. The
Sidebar then shows only one Activity but after release META+TAB key all widgets
do appear on screen.

After i have installed Plasma i tried to add different widgets to the desktop.
I did run into the same issues as the OP: Sometimes the widgets simply
disappeared when i tried to move them on the screen. After using META+TAB key
to switch between my one and only Activity the widgets were back.

I locked my widgets. If i unlock the widgets and want to add a new widget the
sidebar with the list of widgets appears on the left and all my widgets on the
desktop disappear. Using META+TAB will bring them back but would be nice to
find a fix for that.

At any time, with no applications open. If i want to switch between activities
all widgets disappear and will come back if i switch activities again. I
checked in system settings that i really do have only one activity and the list
shows only one entry.

.xsession-errors shows some messages, not sure if they are related to the issue
when widgets disappear:
