Some time ago, kcm_useraccount was replaced by user-manager. Unfortunately user-manager is something the admin would use to change other users on the system and everything it does seems to require root (including changing the password or the avatar). This means I can't suggest to my users the simple step of opening the menu and clicking on the avatar to change their password or avatar. Instead I'd have to try to force a cal to the old kcm_useraccount or a custom written program into their favorites. (It needs to be blindingly obvious.) If I could just have it call a command that I can configure instead of hardcoding KCMShell.open("user_manager"), that would go a long way towards making things easier for non-provileged (and non-technical) end users.
