It's not meant to be a glow for the panel, it's kwin showing there's an edge
activation.

You see the same one if you have edge activated desktop switching; autohide
panels re-use the same mechanism.

Could be related to the fact that this is a high dpi screen and I have set the
scale factor to 2x
