The menu is still somewhat flaky but it doesn't crash anymore at least with
[1].

Settings->Configure Okular->General->Open new files in tabs->checked(true)

Open file1.pdf and open file2.pdf then switch between tabs.

Kde global menu checked "Auto Hide".
