Is it possible to get a video of the problem? I didn't use VNC but I used
VirtualBox, changed size several times and panel height remained the same.

I checked again:
plasma-5.11.4
kf5-plasma-5.41.0
tigervnc-server-1.8.0-5
all from fedora27, updates-testing repos enabled.

sorry to say, but the resizing of the vnc window makes changes in the taskbar
reset. Before, i had fiddled with the height, i had double-spaced clock with
time and date in separate lines. Then resizing the vnc window - and the taskbar
is reset to small icons, time and date in a single line neighboring each other.

You were referring to a newer version, which one exactly?

Please confirm your plasma version and reopen

The panel used to save it's settings based on monitor size, in newer versions
thickness (the relevant one here) is global.
