I suggest to ask in a forum of your distribution how to install the missing
codecs.

If I understand it correctly, when you get a message box asking a question,
also a sound should play. If your audio codecs are not setup correctly, you
will not get a sound, but this popup instead.

Just now the same DOS was triggered by kde_powerdevil. basically just
disconnected the power adaptor and  started getting all these messages again.

another way to reproduce is by force closing an app

I have mailspring installed and when I force close all instantes of mailspring
from KSysGurad it triggers the same error.

It happens randomly, but I think most of the time when I delete a file in
Dolphin.
and I think DOS is exactly what happens.

I idea which app(s) are requesting the additional codecs?  (when plasma becomes
unresponsive, I'm guessing because it may be getting DOS'd from too many such
calls in a short period of time).

btw after this message plasma-shell starts consuming a lot of CPU and the only
way to put it pack to normal is
killall plasmashell #to stop it
kstart plasmashell #to restart it

If user is running a kde/kf5 application, it could be from phonon, that
supports auto-installing codecs on demand (gtk applications include a similar
feature, but then it obviously doesn't go through phonon).

Both apper and gnome-software provide the dbus interface to doing the actual
work (and rfe to get plasma-discover to support this, see bug #377646)

if I recall, last I tested apper, it didn't work quite right unfortunately (I
think due to PK changing API/interface awhile back, and apper not adapting to
it)

to be honest when this message pops up I am not even trying to watch anything
or start any application so I don't think it has anything to do with multimedia
codecs

I think the same thing happened when I was using gnome, but I am not sure where
to report this issues.

AFAIK Plasma doesn't deal with the install of multimedia codecs. This must be
an issue with Fedora.
