The steps above are not necessary. Login while icons are arranged in columns
and aligned to right
is almost always enough to reproduce this behavior. I'm writing "almost always"
because the problem does not occur after every login, it occurs in 95% of the
cases.

Creating or deleting a folder or file on desktop also makes the icons move
themselves to the left side of the screen. The icons go back to correct
position when I click on the wallpaper. Watch the attached screen recording
please.
