Then I'm afraid that strongly implies your bug is lower level than Plasma and there won't be much we can do. X handles those keys directly. You should be able to VT switch whilst on the login screen, from there you can install openbox or some such to have a session you can log into. `journalctl -b -1 ` might list something interesting.
