For me, it's same meaning:

not looking nice == ugly
unfortunate design problems == bad design

But if anyone feels hurt by those words I'm really sorry.

Note that some space is needed to have acceptable usability on touch devices as
well.

"Ugly" has been deemed to be a bit insulting before (hides).

This argument is a bit flawed, I think since the normal tray icons (not the one
in the popup window) currently are icons only without any text beneath them.

One might be able to mitigate the problems a bit, but I agree that it will
probably always be a compromise that not everybody is satisfied with.

Well, it is best to try to stay factual. If you state personal opinions it is
probably good to say so before, so everyone knows that it is your opinion and
also try to state it in an appropriate tone :) The "truth" you mention here
seems to be pretty subjective, other people might see it the complete opposite
way.

I hope you don't use the Window 8 Start Menu example to say that you used the
tone to give this some momentum. That is a bad idea most times. While it is
probably true that you get faster reactions with that, those reactions will
most likely be against what you want to achieve and also ranting on a bug
tracker is in general not a good style (also on other places at some times).

I know the tray on Windows 10. This gives some insight, but is hard to use as
an argument. For example the Windows tray (especially the hidden icons you are
probably talking about) has pretty bad usability on touch devices. So more
padding and bigger icons probably would be always required.
