I made what you proposed. I clicked on the "Defaults" button in "position
chooser UI" and after "apply" no button was checked, although before that, the
button on top right corner was checked (My setting). On the same evening that
day I installed Arch Linux KDE on another external drive. After the
installation I booted the system, went to systemsettings > notifications >
position chooser UI. And there, NO button was checked. So, there's something
wrong with a configuration file, as you anticipated.

There is already a default;  you can verify this by clicking on the "Defaults"
button at the bottom of the window.

If you managed to get in a situation where none of the radio buttons in the
position chooser UI were checked, this would be caused by an invalid value in
the configuration file.

Keep in mind to mark a default for notification positioning in systemsettings
to avoid future confusion of that kind,say for 5.26 for instance.

Thought that this bug had been solved by myself and I received a mail that
indicates that I have to provide further information to the bug report.You can
find my solution in comment 4 below from 2020-10-21.It was not a real bug.The
problem was that no position was marked for the notification where to display
in > systemsettings > notifications > choose user-defined position.So the
system doesn't know where to display the notification.The system is somewhat
confused.That's all ! You should mark a whatever position as default.Afterwards
the user can change the notification's position as he/she prefers.Whenever I
install Arch KDE say,on an external drive NO position is defined in
systemsettings > notifications > choose user-defined position.And that can
confuse a user like me or other users.

So,I hope that this bug report can now be closed.

I actually witness that briefly on my laptop too. Probably has to do with the
new logic to place it near near the panel edge which there won't be one on
startup. 
Maybe i can mitigate it by assuming a full screen width. Then it'll only slide
from the outermost screen corner to the panel and also only of the panel isn't
at full width.

I've found the solution to this "bug".In the notification settings I saw (in
custom settings) that no position was defined,where a notification should
start.I marked the circle in the upper right corner,applied it and
rebooted.After the reboot on startup notifications are now only displayed on
the top right corner and no more on top left.
So,it was a good hint that you gave me in your last comment,Thank you !! It was
not really a bug.
So,you must set the top right corner as default for 5.20 as this was the case
in former KDE-Plasma versions.Perhaps this was forgotten ?

Ah I see the problem. It's that notifications start out in the top-left corner
but then jump into the top-right corner a moment later.

Looks like your system is very slow, which exposes an issue that the
positioning changes mid-way through startup

Have you overidden the positioning of your notifications in the System Settings
Notifications page?
