If you make a shortcut to a removable location, the icon also shouldn't be removed when a drive is ejected. Offline updates are designed specifically to solve this kind of issue. It's likely that a system update changed some of the low-level power management bits, such that Kicker stopped being able to see them until the power management system is restarted. Doing this at runtime would be quite intrusive and annoying, so applying the updates when restarting is the real solution to make this problem never happen again. It went away with offline updates for me.
