It seems like this bug can be overcome by editing bottom panel, for example I
have changed application launcher from Kickoff to old Kickoff variant
downloaded via Get Hot New Stuff. Now I have tried to logout and login several
times and sometimes icons move to the top but immediately return to their
position.

I have also changed "place icons in rows" to "place icons in columns", because
rows is default setting in Kubuntu.

At least in Kubuntu sorting desktop icons by name (directories first) is
default. I have just checked it on new account. So I changed that and also
changed icons size from fourth position on slider to third. I have also
disabled icons preview of content. I did those things after installation.

I have only changed to "manual" after installation of OS, when I was adjusting
settings of desktop. Since then I haven't changed anything.

Is there any chance you--at any time--changed the sorting method to something
other than "Manual" and then changed it back? If so, this may have the same
