So this is 100% reproducible for me? I can't manage to make it happen. If it is
for you, can you install or compile with debug symbols and then bet a backtrace
from your stack trace? Then we can tell what exactly is happening. Thanks!

Regarding reproducibility, today I noticed that I wasn't able to replicate the
issue with Dolphin, but I've pretty consistently been able to reproduce the
issue with Steam Windows.

Can you try:
1. Launching Steam
2. Opening the Steam Friends list
3. Close the Steam Friends list using the window thumbnail tooltip close button

Can't reproduce by closing my Steam friends list from the tooltip close button
while the main window is also open, FWIW.
