First of all thanks for educating me :) Given what you said and the information
in the link, I suspect what's happening is that the mouse scroll events
accumulate and push the animation final position way down, creating an effect
similar to inertial scrolling even if it's not. Please see the attached video:
at the beginning I scroll *very* carefully and it moves slowly, then I scroll
normally and it jumps all the way down.

This isn't actually inertia, it's just animating between the scroll states. If
the animations were removed, you'd see that there is no inertia. Many apps
implement animated scroll transitions, so at this point in time, I'm afraid
that this is considered intentional.
