It does not seem to be a driver or permissions issue, because I can set printer options using the CUPS administration site (http://localhost:631). Once I modify the options I want directly in CUPS, they are updated in KDE System Settings. But I can't modify them using System Settings (well, I can, but they are not saved). Christian Collins --- I can repro the issue using the CUPS PDF driver (sudo apt install printer-driver-cups-pdf), so that should be easier to test. Cannot reproduce with 19.04 and my printer (HP LaserJet Professional P1606dn) and the HP proprietary binary blob drivers.
