I've got the same problem here. It does not seem to be a driver or permissions
issue, because I can set printer options using the CUPS administration site
(http://localhost:631). Once I modify the options I want directly in CUPS, they
are updated in KDE System Settings. But I can't modify them using System
Settings (well, I can, but they are not saved).
My printer is a Brother DCP-L2540DW.

I can repro the issue using the CUPS PDF driver (sudo apt install
printer-driver-cups-pdf), so that should be easier to test. The bug also occurs
in my Virtualbox installations of Kubuntu and KDE neon Developer Edition
Git-Unstable, so that should rule out anything unique to my desktop KDE neon
User Edition install.

Thanks for the video, that's very helpful. Cannot reproduce with 19.04 and my
printer (HP LaserJet Professional P1606dn) and the HP proprietary binary blob
drivers. Might be an issue with the drivers for your hardware, or a local
permissions issue.
