I get it when I use driverless printing. Hope that helps when replicating it. When i tried to change settings for my Epson L130 it and apply it does not save it. Not an issue with the driver since it worked perfectly with Linux mint 20.1 As stated by Sebastian it worked when clicking on 'OK' button directly or 'apply and cancel'. As stated in the bug report it only happens when using the "Apply" button and then "OK". Using "OK" alone or "Apply" and then "Cancel" does correctly apply the settings.
