How do I set the

I want to reproduce it, but what are the steps to open the "system settings" in
"icon view mode" and where do I find "All settings" "in the upper left corner"?

Can you please guide me, maybe with screenshots as well?
Then I can probably tell you if #414099 is likely related or not.
