 Ok, that's at least an understandable valid bug.

It's not an easy fix within KF5.

Ideally we want to scope the lifespan to the .desktop file matching the
component name existing. But several background services use fake compnent
names, and introducing such a behavioural change would be a breakage.

Oh that's probably it. I also have shortcuts for other apps I had installed in
the past but have since removed, like Amarok, Konversation, KTorrent, and
Yakuake.

I grepped all Plasma and I checked a cleanly installed image. It's not us.

kglobalaccel doesn't clean up uninstalled apps, could it be that?

Shortcuts are provided by the application.

Plasma does not ship any shortcuts for juk

Then there may be a suggestion like this; Whenever an application (here Juk) is
installed on the system, shortcuts must be loaded with the application. If the
application is not installed, it should not have shortcuts.
