It appears that this issue is caused by Manjaro and not KDE. With Manjaro KDE, there are 3 places to change key repeat delay, and only one of them persists in between sessions. In the Settings there is: -Keyboard Settings under the Manjaro section -Keyboard under the Input Devices section In the Manjaro Settings Manager, there is another Keyboard option underneath the Hardware section. The only one that persists in between sessions is the Keyboard under the Input Devices section.
