There seems to already be plans about that in kwinglobals.h:

I said "I a simple drop-down menu would suffice and the fullscreen application menu (forgot its name) should be the default setting, because it is the only one that is actually touch-friendly. " which is the launcher. Thanks for the link. I will have a look. Although I think it is not going to be so easy as there probably must be an launcher object present in Plasma, which would have to be made invisible.
