It seems to work fine on Plasma 6 Wayland. I haven't tested on X11.

Same issue for me on Gentoo after upgrading Plasma from 5.24.6 to 5.25.5.
xinput --list-props 11 | grep Accel

Everything OK:
libinput Accel Profile Enabled (298):   1, 0

Unplug/plug mouse (KVM switch in my monitor), mouse acceleration is now slower:
libinput Accel Profile Enabled (298):   0, 1

kcminit fixes it:
libinput Accel Profile Enabled (298):   1, 0

I think I am experiencing the same issue. Interestingly if the setting is not
being respected, running `kcminit` will fix it for me. But then if I run
`kcminit` again, the setting will break again.

I have the same experience with any of my mice. It's particularly annoying
because one of them is a SteelSeries Aerox Wireless 3, which, in an effort to
save weight, requires fairly frequent charging. Every time I unplug the dongle
to use the cord to charge (and keep the mouse useful), or when I reverse this,
I have this experience. It didn't always use to be this way - I first logged
this downstream in may '22 (https://bugs.gentoo.org/842219) after it had been
happening for about a week.

I have a logitech M185 cordless - unplugging and replugging USB dongle removes
left-handedness from mouse (but not from system settings)

I have same problem with a bluetooth cordless mouse every time I log out of KDE
