If the tests expect no output, then an empty .exp file is needed. You can just git add them to the commit (it looks like you did for most, but not all new .exp files). Many of the testcases have a 0 sized expected, 500 or so of them. regtest still needs them to check that the output is also empty (no false positives). I was using 'patch' for my testing.
