You mean .gitlab-ci.yml files ?

Just scrub those from the tarball if those are causing you problems since 
those are in no way needed for the build. 

If scrubing them from the released tarballs is a problem for 
some reason you 
could even try to propose changes to our packaging scripts that 
remove those 
from the release tarballs, if they are not super intrusive i 
guess that they 
could be accepted by the release folk.


Also, and I'm not a lawyer, nor do I want to be one, but can yaml files 
basically just declaratively listing dependencies really be considered 
code?

Not sure where this is coming from, given that the vast bulk of our CI
files are just reference statements for Gitlab to sysadmin/ci-utilities,
which likely doesn't meet the threshold for being a copyrightable work.
As for the content of sysadmin/ci-utilities, it isn't under CC0.

At best this likely only covers those projects with custom CI.

I'm not 100% against having a Pascal based project in KDE, but I'm wondering
why you're interested in making your project part of KDE given there's very
little synergies that our community would bring to a pascal based code.
