This test is saying that kded5 is either not running or it couldn't be set
to testing mode, right? Is it a problem on the testing system?

Yes.  D-Bus activation isn't working (maybe something to do with the
session bus configuration) and kdeinit5 no longer starts it
automatically unless you pass --kded.

I've filed a sysadmin ticket about it.
