Removing "Automatically select icons" and "Change Cursor Over Icon"

plasma people CC me or kde-frameworks-devel since I'm not subscribed.

In the mouse KCM we have two options named 
 "Automatically select icons"
 "Change Cursor Over Icon"

They are supposed to affect what happens when you hover the mouse over an 
icon, but reading

It shows that it's just the deprecated KListWidget and gwenview that implement 
it.

So I'd say we should just remove that from the KCM altogether, remove it from 
gwenview and let the deprecated KListWidget die silently.
