[kde-freebsd] update area51's PYQT
Hi attached is a reworked patch for the PYQT-folder, to bring it to sip 4.16.5, pyqt 4.11.3 and qscintilla 2.8.4. It's a lot shorter than the last one, as the @dirrm stuff is already done.
