Whatever my issue was, deleting all the qt6- ports (plus wireshark) then just
reinstalling wireshark got all the packages installed properly, including all
those that had failed to upgrade with staging errors when updating via
portupgrade.

I am always loathe to try the "delete and reinstall" approach lest it not work
and I be left without some tool I need, but in this case it solved whatever
weird problem I had.

It was not a build-out-of-order issue, since the things that should have been
updated first were updated first without problem.  But it's clearly not an
issue with pkg-plists or other such problems.

And to eliminate the possibility that it's just an update out-of-order issue,
I've deleted all the qt6 packages I have and am deleting/reinstalling the one
package (wireshark) that needed them to see if it pukes trying to satisfy its
dependencies.

That'll take a bit to confirm.

I am not updating piecemeal, I'm using portupgrade which is supposedly updating
them in order taking account interdependencies into account.

qt6-declarative was, in fact, updated already by that process:

We don’t recommend updating the Qt stack in a piecemeal manner as there is a
certain order that the ports must be built.

Based on the targets not built (missing from STAGEDIR) and the above error, my
best guess is x11-toolkits/qt6-declarative was not updated before trying to
