Write a valid VTIMEZONE on Windows CE

On Systems that do not provide a valid database about
Timezone transitions the VTIMEZONE entry of the ical
data would only contain the Tzid.

For WinCE there is now a fallback to write the current Timezone
information in the entry. This works since the gui on WinCE
does not offer the user to create an Event in a different Timezone.

I've added the code here in kcalcore instead of KTimeZone because
this is tailored specifically to what the ical format requires
and can not be generalized to other timezones then the current
Zone.

The mentioed solution above with runnung dbus-launch and setting the system
variables only work if you are NOT logged in to your KDE desktop at the remote
machine itself :-(

I'm still seeing the bug in Kubuntu's 4.6.1 release. Does anyone else still
have issues in 4.6.1? If not, I guess I should take it up with them.

I'm guessing it wont get fixed until KDEPIM 4.6 is released and the devs are
doing their best to make the transition as seamless as can be (thinking back on
all the Akonadi trouble we've had earlier).

In the mean time use the selection clipboard (mark text, paste with MMB).

It's a PITA but I've rather have a _stable_ Akonadi based KDEPIM than having to
deal with unresolved Akonadi issues.

I hope my pidgin like English makes any sense :-)

Looks like Kubuntu still has Kontact 4.4.9, not 4.4.10. That could be the
problem. m.w...@web.de, what version of Kontact do you have?

I'm having the same problem now with an imap based account. If I send new
emails to it, they appear okay, but all emails prior to now are dead empty body
ones. It has the subject and names okay, but the body of each email is empty. I
know the imap account is not corrupted because other mail readers can access
the mail. This has happened before intermittently where I get an empty body and
refreshing eventually brings up the body of the mail. However now I have a ton
of emails I can no longer access.

Running kmail from a console gives me this:
kmail(26981) FolderStorage::getMsg: msg serial number == 0 
whenever I click on an email.

kdepim 4:4.4.9-0ubuntu1~maverick2~ppa1
