Fix keygen without signing capability

If no usage is provided we need to explicitly
set "cert" as usage. This only affects OpenPGP because
for S/MIME the UI forces at least one usage.

I run `SHOW ENGINE INNODB STATUS` query in akonadiconsole.
It looks like 2 transactions with same update query lock each other.

UPDATE PimItemTable SET atime = ? WHERE ( ( PimItemTable.id = ? ) )
