If so, please try the work-around mentioned in that bug: In konsole, run "LANG=en_US.UTF-8; korganizer" and see if you can set the start and end times. It helped for me when I had this bug. Seems to be something wrong with the AA policy which causes mysqld-akonadi to be unable to read it's configuration.
