if you have kontact launch and knotes as kontact plugins activated knotes
desktop will not launch.
It's normal.
It's invalid as bug.

If I create a KNote with Kontact/KMail not running, save/close KNotes and then
launch Kontact/KMail and click on Popup Notes, the note created with KNotes is
shown and editable.

If KNotes is not running and I create a Popup Notes in Kontact/KMail and then
quite Kontact/Kmail, launching KNotes sees/presents the Popup Note created in
Kontact/KMail.
