sure, this is the example where I observed it first: 

1. goto Settings -> Configure KMail -> Composer -> "Reply and forward using
HTML if present" and change the setting to enabeld (lets assume it was disabled
and we have enabled it now / it also works vice versa) and press OK.
2. goto Settings -> Configure Kontact -> Mail -> Composer -> "Reply and forward
using HTML if present". The setting is still disabled.

I have observed, that this is one way only. I.e. you need to change the
components setting first and check the kontact setting afterwards.
