YOU ARE RIGHT.
I'll have to readjust it again now, but it worked. The following procedure:

1) Calendar resource exists with the message "Password..."
2) Then go to Edit and open the configuration dialog.
3) Set up and go through the process as usual.
4) Important: Do not press OK, but click on Apply. 
5) Then it worked. The resource is available. 
6) Close the configuration with OK.

I am using KDE Neon. I currently have kontact 5.24.3 (23.08.3) and KDE
Frameworks 5.113.0 installed. 
I have also tried your tip and restarted the calendar. Unfortunately without
success.  I had tried that before.
I tried the whole thing on a second system with the same result. As I said, the
connection to Google was stable until I deleted the calendar and recreated it.

are you using the latest stable release?

When i went to add a calendar, it was listed with the errors you described. 
what i tried next was to reload/restart the calendar and error went away and
calendar and contacts became active

Same behavior for me. Only if you create a new Google calendar. No error
message. But if you look in the list of calendars, the message "Cannot fetch
password" is displayed. 
The error only occurred after I deleted the existing Google calendar and tried
to integrate it again. The same applies to the contacts. These are also no
longer displayed.

interestingly enough with the latest version of kdepim 23.08.3, i have been
able to add the calendar normaly.  now, just adding it won't fix the problem
(not that i've found), as i modified the calendar settings and restarted
computer to find that the calendar is listed and working properly.

maybe it could have something to the add calendar function
