Does this have anything to do with using reserved leases for your test
devices? Seems like it wouldn't require knowing the Mac address of PXE
bootable devices. Just a thought.

Forgive my earlier post. Obviously my mind was somewhere else. PXEboot does
work with assigned leases. We had to include DHCP options 66 & 67 as well.
Caveat: that was under ISC DHCP not KEA.

Inbound traffic from client to server is over port 67 udp while outbound
traffic from server to client is over port 68 UDP. The DHCP DISCOVER is
inbound from client to server and is received by the server. The DHCP OFFER
is outbound from server to client and appears to fail.

If there is a firewall app running on either the client or the server
either make sure it's configured correctly or disable it.
