  The issue is triggered by waking my notebook up after suspending. After that 
CPU is loaded heavily, and I have to re-boot.  The computer does not shut down 
properly and I have to press the button to turn it off.
  After re-booting I do not have this issue until I suspend my notebook again.

Eventually I installed two upstream kernels with ukuu utility.
Kernel 4.16.18 still has the bug
Kernel 4.17.19 is clean, no bug.

So please upgrade Ubuntu 18.04 LTS with kernel 4.17

I do not experience the bug anymore after upgrading kernel to 
4.18.4-041804-generic. Looks like the bug has already been fixed in latest

I could not install upstream kernel 3.15 properly.  I got a lot of
errors,  the kernel was installed, but when I booted with upstream
kernel it didn't recognize wi-fi adapter. I think it is because some
modules failed to build.

suspended state.  I have to re-boot each time, suspending became
