  This is a very weird bug that started occurring since I updated to 21.04. I 
am not sure mutter is the correct package. I have a bluetooth mouse that works 
perfectly (I'll clarify below why I'm sure it works). Sometimes, seemingly at 
random, scrolling stops working correctly, but not always in all applications 
(eg. scroll starts failing in Firefox, but works fine in Terminal). When this 
happens, moving the mouse around over a window causes it to scroll randomly up 
and down, while moving the mouse wheel also works randomly (sometimes it 
scrolls in the correct direction, sometimes in the opposite direction, 
sometimes not at all).
  This occurs only when I have my external monitor connected (dual, non 
mirrored displays). If I unplug the display, the problem disappears 
immediately. If I plug the display back in, that problem reappears immediately 
(if it was already occurring before). While the problem is "active", I can 
scroll without problem using the notebook's touchpad. It seems to affect only 
the mouse.
  I've seen messages like this in the log, but it does not seem strongly 
correlated with the occurrence of the problem:
  libinput error: event21 - MX Anywhere 2S Mouse: client bug: event processing 
lagging behind by 21ms, your system is too slow
  Also, rebooting the computer fixes the issue for a few hours/days, until it 
appears again. Also, the problem sometimes "solves itself" after a few minutes, 
or it intermittenly appears every few minutes.

  1. The mouse works, and the bluetooth icon on the computer is visible (in 
gnome-shell's top bar)
  2. The mouse stops working, but the bluetooth icon is still visible. This 
state lasts between 1 and 10 seconds.
  3. The bluetooth icon vanishes. This can last for half a second if I keep 
trying to use the mouse, to forever I I leave the mouse alone
  4. The bluetooth icon reappears and the mouse starts working again. This 
state last from 2-3 seconds if I don't move the mouse, to seemingly forever if 
I continuously move the mouse

  This seems to occur only after a suspend/resume cycle, and rebooting
  the computer fixes the issue.

  The only thing I see in syslog is this when the mouse reconnects:

I was not able to test the live cd because bug #572611 prevents me from 
creating a usb startup disk.
I did some more mainline kernel testing however, and the bug is fixed between

Wow, I had no idea this was possible with Ubuntu images...
Anyway, using the Trusty live cd, I wasn't able to connect my bluetooth
mouse at all, and I actually had to restart lightdm to get a desktop.
But as per my previous comment, it seems pretty clear what the fix to this
bug is.

Christopher, this bug is not specific to the Lenovo ThinkPad Twist. In
this bug report it affects users on a Lenovo X1 Carbon, two different
Dell laptops, and in my case an HP Folio 13. There are also similar bug
reports in other distros that point to a regression in the 3.11 kernel.

I did some testing with the 13.10 release version:
Kernel 3.10: works fine
Kernel 3.11-rc1: fails

I marked the bug as confirmed as per Joseph's instructions.

I've seen similar bug reports on other distros, it seems something got
broken in kernel 3.11.

  I am using Saucy in XMir mode with the standard Unity desktop on the
  Lenovo Thinkpad Twist.

  When I suspend the system not only the suspend itself is broken (bug
  1213233) but also after waking up I cannot use my Bluetooth devices
  any more (mouse, keyboard). I have to reboot to get Bluetooth back
  working.

  Do not ask me to update the BIOS from 1.52 to 1.57, this leads to bug
  1210748.
