so, after some IRC discussion
- settings enable that when you open bluetooth
- it disable it if you exit the panel, not if you close the application
- the state is stored/restored after boot

it means that if you close settings while being on the bluetooth page
the discoverability remains enable until you visit the panel again and
exit it in the ui
