I guessed it was in BIOS, too. First I tried modifying configurations
(such as Fast Boot) and then updating. None of them worked.

I found that the touchpad works on Ubuntu without a flaw once Windows is
removed.

touchpad works fine on the Windows. Strangely, if I reboot from Windows it 
works on Ubuntu as well. Then I turn off the machine, and then boot on ubuntu, 
then it stops working.
  i.e. if the previous boot was directed to Windows ==> The touchpad is 
recognized and works fine.
  if the previous boot was directed to Ubuntu ==> the touchpad is not 
recognized.

  I installed the driver (psmouse-elantech-x551c.tar.gz) but still the
  touchpad is not recognized.

The only explanation I can find for this bug is a BIOS flaw. I would try
to update the BIOS from the manufacturer website and see if the bug goes
away.

After doing so, or after finding that updating is not possible, please
set this bug status back to "confirmed". Good luck because BIOS are a
messy world!
