FWIW, there is a big chance that the issue you observed is ultimately
caused by thermald depending on weakly specified behavior that is known
to be processor-model-specific, and which we now know to be also
microcode-level specific.

Please refer to bug #1480349, and remove thermald from your system.
Don't run thermald on any Xeon boxes.

Removing thermald has a good chance of fixing the issue you observed, as
the modified Ubuntu version that detects and refuses to run on Xeon
boxes had not yet been sucessfully backported to vivid-lts at the time I
wrote this reply.

A reboot is required after removing thermald, to ensure all processor
MSRs are reset to firmware/kernel defaults.

If you do test the new microcode with thermald removed, please drop us a
note on this bug report.Other users find this bug report through
Google, and the information would be helpful to them.   If removing
thermald does NOT fix your issue, I would really like to know about it
to further try to debug this issue.

  I upgraded an install of 14.0.4.3 to the LST Enablement Stack for
  Vivid (kernel 3.19) that is running on a Xeon E5-1630 V3 (a Haswell
  Quad-Core) .  Booting with 3.19 would result in the system being very
  sluggish.  'cpupower frequency-info' would report that the CPU was
  running at around 400mhz, as would 'cat
  /sys/devices/system/cpu/cpu*/cpufreq/scaling_cur_freq'.  The CPUs
  would remain around 400mhz regardless of load.

  This was using the intel_pstate driver and the powersave governor.
  Switching to the performance governor had no effect.  Using the acpi-
  cpufreq driver also had no effect, the system was still sluggish even
  though the reported frequencies in /sys/devices/.

  Eventually I tracked it down to the original install having had the
  intel_microcode package installed at some point.  Once I removed this
  then the CPU frequencies scaled correctly with load.  FYI the
  particular version installed was intel-microcode/trusty-updates,now
  2.20140624-t-1ubuntu2 amd64.

According to that bug report, thi was fixed in thermald 1.4.3-5~14.04.2.
I have that installed, and microcode 0x36 and frequency scaling appears
to be working correctly.

Turns out that this was because I had a 'new' version of the intel
microcode that I must have downloaded from Intel itself in /lib/firmware
/intel-ucode when trying to diagnose a VM lockup a year or so ago.  It
updated my Haswell to 0x29, whether it's the upgrading of the microcode
or the 0x29 microcode itself causing the problem I'm not sure.

Using the 'vanilla' intel-microcode package without any modifications
seems to work fine.

Henrique de Moraes Holschuh, to advise, it's not a guarantee that a
newer microcode will ever be imported into Ubuntu, let alone import a
newer one that has a potential/confirmed regression. What is expected
during a consideration phase is a regression testing regime.

However, if one has a concern regarding a version of the upstream
firmware potentially being backported into Ubuntu, then one would want
to contact the Ubuntu maintainers of the firmware directly via relevant
mailing list (not via a bug report).

Issues in the version of firmware in an upstream repository (not
downstream in Ubuntu) is not something to open a bug report about here
in Launchpad, nor toggle open an already closed report. Instead, one
would want to pursue this with upstream directly. Hence, toggling the
status of this report further, or making Chris Ng perform further
testing is unnecessary, and the wrong venue.

This bug report should NOT be closed without direct verification by the
submitter.

The new microcode update distribution DOES contain microcode with a
revision of 0x29 or later for the Xeon 1200v3. This means it *CAN* cause
the regression reported in this bug report.

And the microcode update packages *are* backported to older releases.
Therefore, one should *never* close bug reports related to regressions
caused by *NEWER* microcode updates -- they will eventually land
everywhere (through a bios update, through backports, etc).  The only
safe ones to close are those related to *outdated* microcode.

Please keep this bug open until you get a confirmation from Chris Ng
that the latest microcode update (20151106) did NOT cause the same
regression.
