@Lukasz -- there are no ppp modules for s390x.  It does not produce any.
I can make ppp-modules be provided by the kernel-image, to unblock the
dependencies but I have no idea if your package will cope with that
occuring.

Would be nice to have this fixed. ppp is stuck in proposed for a while
and it's blocking 2 other packages depending on it as well.
