function (IOCDS, HCD) does not change.
Allow customers to maintain persistent configurations for PCI devices
where needed.
Has this functionality been contributed to systemd, udevd rules upstream? Most
of the stable device names come from udev upstream symlinks & renaming.
This is a planned function for kernel 4.10, which is the tentativ kernel for
17.04.
